Tenants will often give their rent payments to him to take to the office as well (well they did back when they paid rent). A jolly British-accented fellow, he enjoys teasing and a good laugh. Unless you try to get in the way of his job. He lives for his job (and may be willing to kill to do it). Vladic is terrified of him when his eyes are open, though Harvoc has a bit of an obsession with him. He is always wearing a lime green monocle and has a hook in place of his left hand. He works for the same master as Vladic and is also a Merf in human disguise.
